The terms, first off are too loosely used and deserve to be re-thought at every angle today.  During the completion of Colonization in America when the earliest settlers settled and the long new disgrace was seen an opportunity to for civilized society whose primary coil function was to bring civilization to the savage worlds of other nations and whose individuals were, for the close to part, of color.  These natal people were seen as savages because they lived a way of behavior and represented a style of actuality which was different than the accepted norm of Europe or America. These savages, as the white man came to call them, needed to be civilized by the culture and perceive superiority of the West.

  In the final breakdown, there can be little criteria to validate such a claim, and one could sluice argue that the defeat of entire races of people, economic and social manipulation, as well as the development of enslavement as a practice might have actually shown the civilized nations behaving in a more savage manner than any indigenous person could have ever tried to be. For example, while it may seem civilized for industrial America to consume hours of our precious lives sitting in cars on smog-filled highways, polluting the ozone layer and guzzling gas and all our other curb natural resources in parade to get to work - this would search uncivilized to -say an indigenous person who has been brought up with a kabbalistic love and respect for nature.
